In an orderly country, pedestrians keep left so that cyclist(s) can overtake right.

But cyclist should of course tinkle their bell when they overtake from behind.

SG govt wants to boost 'efficiency', perhaps the best way forward is for pedestrians and cyclists to share footpaths in an organized and systematic manner.
Likewise for road use, slowest vehicles usually keep to the left [all in the context of a Right hand drive country (Commonwealth) I mean].

Ways to improve cycling safety
I WAS walking along the pedestrian path in Kim Tian Road last Monday when a cyclist sped past me without any warning, and I was nearly hit.
His bicycle was not equipped with a bell or headlights and he was using the path illegally.
After this incident, I am more aware of the dangers that cyclists can pose to pedestrians. Here are a few suggestions that may help to alleviate the problem:
- There should be a mandatory road safety course for all cyclists, to teach them to obey traffic rules as well as look out for pedestrians crossing the road, especially at residential or school areas where there are many young children or elderly people crossing the road.
- Cyclists who successfully complete the course and are deemed safe and responsible cyclists could be issued a licence that will allow them to cycle on the road.
- Checks can be done to ensure that all bicycles are equipped with bells and lights for the safety of both roads users and the cyclists themselves.
