MediShield burden: Add no-claims discounts and Remove age limits.

Ministers are rewarded with bonuses for 'performing well', shouldn't MediShield holders too, be rewarded for staying fit and well (i.e. not making any insurance claims during a specified period)?
e.g. max 50% rebate for the duration that NO CLAIM against medishield is made- to encourage persons to Either: stay fit and healthy OR buy alternative insurance policies so as NOT to claim against MediShield, (or BOTH).

Funny thing in Singapore... pedestrian point at cyclists just like cars pointing at cyclists... but cyclists very righteously recite and claim their unpaid "rights" to the use of road and footpath.... so no wonder not so many people pity those cyclists who disabled, handicapped and died on the roads....

In an orderly country, pedestrians keep left so that cyclist(s) can overtake right.

But cyclist should of course tinkle their bell when they overtake from behind.

SG govt wants to boost 'efficiency', perhaps the best way forward is for pedestrians and cyclists to share footpaths in an organized and systematic manner.
Likewise for road use, slowest vehicles usually keep to the left [all in the context of a Right hand drive country (Commonwealth) I mean].
