Always call the police at 999 immediately if U witness a hit and run accident.

update: ok i went down to AD and they referred me to another workshop because they don't do third party claims. if they repair would be claim from my own insurance. so i went down to the workshop, told me need to make police report. went down to make police report then the workshop say they will settle it for me. estimate around $500. if they claim less than that they will top up for me. if claim more then they pocket the rest. so either way i don't have to pay. even lend me a replacement car.
now more or less settled but i quite disturbed by the fact that the first police i went to told me don't have to make report. is this a grey area or the police themselves also don't know the sop?
will update you gus when its setled. will release all details like car no plate and workshop name etc when everything is settled for me.

U should have dialed 999 as is the proper procedure of a hit and run accident.
U should have taken photos on the spot of the offending car/ driver as well since any evidence will help ascertain culpability.

Without the necessary evidence or procedures followed, how do U expect to settle your case?

Anyhow, from the SPF web site (it says that all hit and run accidents must be reported ASAP (even by dialing 999)'Imformation booklet on Singapore police procedures 2011'- best of all- install an in-vehicle camera so that all evidence can be shown):

PS: The services at your appointed workshop sound rather fishy if U asked me- better U followed the proper procedures with the necessary evidence.
