Cat feeders: feeding the public cat or stray rats?

I think that anyone who abandons cat food or leaves cat food unattended should be fined half that of casual littering (1st offense) since what isn't eaten by cats would end up eaten by rats, resulting in higher costs to clean up the rat problem- glue traps et al.


Anyone who has a relationship with public cats should arrange a consistent feeding time so that there would not be any such opportunity for rats to thrive on unconsumed cat foot.
