How about a fee to see your own MP?

Early days yes. Until so many lost their IC and ask for replacement.
When you get something free. You never try to take care of them.
Charging $10 for a compulsory registration is NOT a practical solution. What is necessary is clear instruction about the consequences of loosing/ destroying one's IC and the penalties attached to each (minors under 16-18 should get a discounted 1st penalty).

If it is reasonable to charge for the COMPULSORY IC registration now, what's there to stop them from charging you a prohibitive fee to see your own MP (which isn't compulsory)?

Not least, charging S$10 to 15 and 30 year olds reflects very poorly on the government of Singapore which pays itself so well besides spending at least S$300million annual of government money on party linked community political activities [How PAP uses taxpayer-funded grassroots for political gain; G Giam, 10/2009 (link)]. The < S$1million annually collected from such exercise surely stains and sullies the reputation of the Singapore government as a penny pinching police state whose eyes of its leaders are constantly on their own profit, bonuses and prestige at the cruel expense of citizens of the state.
