Gahmen says $10 is "subsidised" so no problems rah.

How come compulsory IC registration must pay $10? If it is a process made compulsory by the state then shouldn't it be free (aka sponsored by the state)- would it be that if one told ICA that one didn't have $10 to spare then one wouldn't be required to register/ re-register his IC?...

Hefty penalty for losing old IC
I WAS recently involved in an identity card (IC) re-registration exercise. Unfortunately, my wallet, which contained my old IC, was stolen while my new one was being processed.
So instead of paying the original $10, I was told to pay $60 because I could not produce my old IC, even though I had a police report to back up my explanation.
Why does the Immigration and Checkpoints Authority have to levy this additional fee, since administratively, there is no difference to the process?

Oki folks, just the update posted here too, ICA says..
"THE identity card is an important document used primarily for identification purposes ... It also facilitates personal transactions in the public and private sectors in Singapore.
Singaporeans only need to pay a subsidised fee of $10 for registration at 15 years of age and re-registration when they reach age 30."

IOW: Govt has been kind enough to "subsidize us" for an "important document". IOW, guess we must all understand how precious the SG citizenship is and how magnanimous our govt is to "subsidize" us, and give our lives "identity" and meaning...
Ya, they also subsidize PA (their election machine) $300million per year but then again, they are the govt, we are mere people, surely they know us better then we know ourselves! Okay, sorry C81, I'm not complaining, really lah. And they also didn't mention the fine $5000 nor the 5yr jail... so those who voted for PAP last election really have nothing to worry...

Anyway, this musical seems to illustrate quite well:

"Everything we do, we must number one
People go moon we must aim the sun
There's only one party for us to choose
But can we pay the cover charge?"

Cost-recovery fee levied when old IC is lost
THE identity card is an important document used primarily for identification purposes ('Hefty penalty for losing old IC' by Mr Alex Chan; Nov 8). It also facilitates personal transactions in the public and private sectors in Singapore.
Singaporeans only need to pay a subsidised fee of $10 for registration at 15 years of age and re-registration when they reach age 30.
However, identity card holders must produce their old identity card in exchange for the new one. This ensures that the old identity card is properly accounted for and that it will not be used for illicit purposes.
Mr Chan lost his identity card and was unable to produce his old identity card at the point of re-registration. Under such circumstances, he was asked to pay a baseline cost-recovery fee for the new card.
