Actually, I wonder if the counting agt is allowed to write, stick his own unique private seals etc and that a PHOTO of the ballot box before departure to counting ctr is taken so as to reduce a dispute that ballot boxes were switched en-route to the counting centers. Only with consensus of the counting agts should the ballot boxes be then re-opened for the counting to begin.
