What I don't understand is that why are the empty lots not released for people going to that Shopping Centre since all the offices are closed at that time??? On this night, there was a roadshow for the Arts Festival and the HDB, since they must be renting out space for the show....should anticipate a greater number of visitors plus there was the usual number of people going to the banks (DBS/POSB, OCBC, UOB...)....The Officers should not be issuing fines during this time slot....It is not logical to keep the lots empty and deprived visitors a place to park when we need to do a genuine errand...It being night time, why this need to issue parking fines????

The government has built more modern systems of parking doing away with the reserved lots and give out parking space according to availability, after taking into consideration the season parking holders, and people can park freely according to their needs....

The Toa Payoh Hub Carpark at the first level is the most occupied because of the banks and post office and the Popular Bookstore, NTUC Fairprice Supermarket, Koufu among others...it is the only carpark level that has direct access to the mentioned businesses, especially for people going to the supermarket (when they need to load their purchases direct into their cars).....It is precisely here that more than 50% of the carpark space is allocated to season parking??? Where is the logic...???

Why do we have to pay ERP to return home in the night and pay parking fine for a carpark that has the space but do not allow people to park??? I stay in Toa Payoh itself...I paid for a parking space at my block and pay the conservancy charges to the Town Council...Helas, I expect a better organisational system for people living in that area and at least we can feel comfortable in our own home town....at least feeling safe and secure and not worry about paying fines for the very least of things....there are certain necessities in life that we need to deal with with a more caring attitude...The Toa Payoh HDB Management should release the whole carpark to people visiting the shops and banks or who need to do their business in and around that centre. Season parking holders can park on any level according to the availability of space as and when they enter the centre....A more efficient automated parking system should be put into place to facilitate parking for both visitors and season parking holders such as that implemented at the National Library, which is really a blessing for all people visiting that building...a truly efficiency that caters effectively to the needs of all the people concerned!!!! When a system is good, it will work on its own and there is no need to impose penalties...such actions only cause unhappiness and frustrations!!!
HDB should increase the parking charges at certain popular locations and increase the season parking charges. Season parking lots should be reduced to the minimum necessary and season parking holders should be allowed to park at a few designated car parks should their preferred car park be full.

Public transport system and the use of bicycle/ foot transport ought be encouraged.
